The role of Haryana MLAs in policy making is now going to increase.  Legislative Assembly Speaker Gian Chand Gupta has prepared a complete blueprint for this. In this connection, a training conference for MLAs was organized at Vidhan Sabha Secretariat on Thursday. 10 MLAs participated in this training conference held under the aegis of Center for Civil Society. Due to covid-19, all the MLAs could not be called together to follow the rules regarding social distancing. The training conference under the chairmanship of Legislative Assembly speaker Gian Chand Gupta was conducted by the Center for Civil Society CEO K.K. Yatish Rajawat. The conference had an in-depth discussion on how Gurugram touched the limelight, while Faridabad, which had a large industrial structure, had a relatively slow pace of development. Development plans were also searched for other cities of Haryana on the lines of Gurugram. 

On this occasion, Vidhan Sabha Speaker Gian Chand Gupta said that policies are also being made at the same speed as the world is moving forward. Obviously, it is not possible for every public representative to study all these policies in totality. It is also necessary to understand their underlying objectives and then decide the framework for their effective implementation. He said that the greater the responsibility, the more extensive training and experience is required. Gupta said that along with the solution of these problems, the main task of the legislature is to formulate policy. It is ironic that over time the role of legislators in policy making diminished and the system also became dependent on bureaucracy for this task. He said that the people whom the people choose as their representatives, should formulate policies for that. This training program has been started to increase the role of public representatives in formulation and implementation of policies. He said that for whom policies are made, it is necessary to seek the opinion of the parties concerned. With this, the time frame of the policies should be fixed and it should also be clear when they will be reevaluated. He expressed concern that the legislative system has been weakened due to less tendency to study among legislators. During the conference, experts suggested that MLAs should devote their first 3 years to the law making system. They spend the next 2 years for their region. 


The Center for Civil Society CEO K.K. Yatish Rajawat said that in this training conference, there is a confluence of MLAs having experience of working among the public and experts studying the nuances of policy making. He called upon the legislators that the prospects of development are different in every district. In collaboration with researchers, the public representative can explore these possibilities. He said that the Speaker of Haryana Legislative Assembly Gyan Chand Gupta has implemented the mandatory to make available to the MLAs 5 days before passing each bill, which is a commendable step. He said that with this the MLAs will be able to study the bill in depth and get effective suggestions on it. He said that with this rule, the tendency of study will also develop among the MLAs. During the training, Subhashish Gangopadhyay, Director of Research, India Development Foundation and Dean of the Indian School of Public Policy, connected through video conference, said that even though the policies are meant to be specific to a class, they are actually for the society as a whole. . Giving the example of education policy, he said that its beneficiaries are not just students, but all those people, who take the services of youths who become doctors in education. 


Harsh Srivastava, CEO of Micro Finance Institutions Network, gave comparative details of the development of metropolitan cities of Gurugram and Faridabad. He also suggested industrial options for other cities of Haryana. Chakshu Roy, the head of the Legislative and Civic Engagement, the wing of PRS Legislative Research, pointed out flaws in policy formulation and implementation and suggested remedial measures.
